regulation drives innovation?

New article on Earth2Tech points out the newly created Clean Energy Patent Growth Index being published by Heslin Rothenberg Farley & Mesiti P.C.

While the graph of patents in clean energy for 2002 to 2007 doesn't specifically apply to regulation driving innovation, post author Alexis Madrigal has a subsequent graph of the patents after passage of the Clean Air Act in 1963 and amendment in 1970. I'd be interested to see the patent application numbers following 1995. Is there a fall off in patent applications, presumably as the intellectual space is saturated or all of the "obvious" ideas are registered?
